Unification Minister Cho Myoung-gyon on Friday called on North Korea to accept South Korea's proposal to arrange a reunion event at a joint traditional Lunar New Year ceremony at the Imjingak park near the border shared with North Korea.

Taking aim at the joint military exercises, known as Foal Eagle and Key Resolve, one commentary slammed Marc Knapper, the current charge d'affaires at the U.S. Embassy in Seoul, for his statement earlier this month that the drills would be conducted in April.

The newspaper said that Trump will attend the PyeongChang 2018 Olympic Closing Ceremony on February 25 and that full details of her visit have yet to be disclosed. "This pressure campaign is putting - is having its bite on North Korea, its revenue streams".

"So I'm listening for North Korea to tell me they are ready to talk".

Kim Jong-un has been behaving himself over the course of the Winter Olympics in neighbouring South Korea.

President Moon indicated a willingness to meet with Kim under the right conditions.

"The general consensus on the need for dialogue between the USA and North Korea is gradually increasing", he said.

Kim believes securing nuclear weapons will protect his regime from any intervention by the USA, and allow him to put leverage on Seoul.

However, he stressed that no incentive was being offered to get Pyongyang to come to the table.

He said: "We receive messages from them and I think it will be very explicit as to how we want to have that first conversation".

However President Moon's ability to offer North Korea significant economic incentives to encourage compromise and cooperation is constrained by global sanctions, and the USA maximum pressure approach.

The South Korean and USA militaries usually hold military exercises called Key Resolve and Foal Eagle in March and April, which can involve as many as 17,000 US troops and more than 300,000 South Koreans.

"I'm aware negotiations are moving towards a direction where the drills will be held", Cho Myong-gyon said in parliament, replying to lawmakers' questions about the exercise. They are the key reason behind its ongoing nuclear and missile defense programs and tests.
